Try \$PostTime without the curlies and see if that helps:

     $NotifyItemFmt = " * {\$FullName} . . . \$PostTime by
  {\$Author}\n    Summary: {\$LastModifiedSummary}\n
  {\$PageUrl}?action=diff";
