PmWikiPhilosophy describes ideas that guide the 
design and implementation of PmWiki.

The first one is 

  1. Favor writers over readers


What of the technical aspects?  
Should there not also be

  1.1 Favor writers over administrators

The idea is to have writers develop most of the 
content, not the admin.  Admin develop the 
PMWiki technical infrastructure, writers could 
be anyone developing whatever they are the 
expert at.  

Being "Be easy to install, configure, and maintain"
for a writer means it should work toward robustness
for their level of technical knowledge.

I thought the idea was to minimize or eliminate
the administration for creating web pages.
