PmWiki is distributed without the wiki.d/ directory because on many
platforms it's better for the wiki.d/ directory to be owned by the
webserver account in order for PmWiki to be able to write to it.
If wiki.d/ is part of the distribution, then it ends up being owned
by the installing account, not the webserver.

If wiki.d/ doesn't exist then PmWiki attempts to create it.  The
error message mentioned above occurs only when PmWiki is unable to 
either create or find a writable wiki.d/ that it can use.
