May be some visual indication (in the edit form) describing current
page status could help authors by answering following questions:

* current editing is a draft?
* page already exists?

In the same mood, (Site.)PageActions may be worth providing an extra
link to view the draft version of current page if it exists.

All these suggest a new condition and perhaps some markup, no?
