I don't think it belongs in $HTMLStylesFmt.

Ideally I think that the CSS in the UploadQuickReference page ought to 
be a simple .class definition, which each skin can choose to define.  
And UploadQuickReference should degrade gracefully if a skin hasn't
defined it.

(Similar arguments hold for EditQuickReference.)
