[pmwiki-users] wrapper script

Another basic question:

The documentation recommends adding a "wrapper script" with the 
following script:

 <?php include('pmwiki.php'); 


I am a novice programmer and have no idea where to put this text.  Does 
it go into the config file?  HTaccess?  Or do I create a new file for 
this?
