CSS can go a long way for this. I don't remember the exact details, but 
there was a pseudo-something for making it insert arbitrary HTML before 
(or after) specific links.
Combine this with CSS' ability to apply a style only if a given 
attribute is present, or even depending on the form of an attribute 
value, this might give you everything you want.

CSS might be too inflexible, of course, and there's the usual caveat 
that this might work or not work on IE...
