That's odd.  There should be references to two files in the head block.

You'll need to set $RichEdit_Editor_TinyMCE_ScriptUrl and 
$RichEdit_Editor_TinyMCE_ConfigScriptUrl to the urls of tiny_mce.js and 
tinymce_config.js,  but if there's no <script> tags,  then you're 
probably not getting that far.
