Yes, I was a little afraid of that.  Many browsers (including, notably,
Firefox), refuse to honor file:/// urls that come from within a web page,
although if you type the file:/// url directly into the address bar
it works fine.  

In Firefox there's a setting that disables this, but I haven't been
able to find an equivalent for Safari.

Let's try a different approach...

Is there any chance that the files you want to access could be made
accessible via http:// over the local network, instead of just
through the mounted filesystems?

Would it be possible for your webserver administrator (whoever
is in charge of the IIS that is running PmWiki) to define a url
alias that maps to the Distributions/ directory?  I'm not familiar
with the steps needed to do this in IIS, but in Apache one would do

    Alias /Distributions/   /path/to/Distributions

If this could be done, then you could just put into localmap.txt:

    Instruction    http://yourserver/Distributions/Public/Instruction/

and Instruction:testfile.txt would work just fine from both PCs and
Macs without any difficulty.
