that's quite easy. You can edit
PmWikiDe.XLPage
/wikifarm/fields/scriptos/index.php/PmWikiDe/XLPage

In the first section you can change
'TimeFmt' => '%d. %m. %Y, %H:%M Uhr',
31. 10. 2005, 16:40 Uhr

in
'TimeFmt' => '%d. %B %Y, %H:%M Uhr',
31. Oktober 2005, 16:41 Uhr

or vice versa.
