[pmwiki-users] Change Character Set to Support Simplified Chinese

Hello all,

My ISP host does not have php mbstring installed. To support Chinese, I 
added the following line,

$HTTPHeaders[] = 'Content-type: text/html; charset=UTF-8;';

to my local configuration file.

Afterwards, the Wiki pages display most Chinese characters correctly, except 
for a handful few.

For example, if input is 色, pmwiki displays it as 艊; if input 
is 甲, pm displays it as 甊.

It seems that my host has no problem displaying these characters for simple 
html. Is this a pm bug?
