The tricky part to this (a dropdown list of templates) is getting the 
"insert template option" to display even if someone has customized 
$EditPageFmt.  All of which ties into http://www.pmwiki.org/PITS/00308, 
which is still being worked on.

Yes, it's possible to do a single template option fairly simply
by setting a value for $DefaultPageTextFmt, but there are some
caveats (like, it doesn't work well if the template contains dollar
signs).
