You can use the standard html empty space code in pmwiki as well. Maybe
pmwiki has a better way still which i am not aware of. So between your
links you canuse empty spaces inserting "non-breaking space"  
For instance:
[[Service]]  |  [[Activist]]
this should show as
Service | Activist
