I've found visible anchors very convient when referring to people to a 
specific question/answer in a FAQ. The scenario is that someone asked you 
a question and you were nice and found them an answer. Now you use the 
visible anchor to get a link that points directly to the question in 
question. Finally you send this link to the person that asked the original 
question, and hope that the next time he'll read that FAQ before asking a 
new question :-)

So in short, I think the FAQ should have visible anchors. As for a link 
that goes back to the TOC, that's useful for those people who don't feel 
like pressing the HOME key... :-)
