I thought about this--I really did.  Doing a full scan of the directory
tree seems a bit overkill--at some point we spend more time checking
file timestamps than doing any useful work.  :-)  So then I thought I'd 
just check the timestamps of all of the files that have been included, 
and the layout template files, and the local.css files, and then trying
to figure out which files they might happen to reference/include, and...
well, after all that it just seems easier to take the straightforward 
approach and let the admin enable caching when he/she is ready for it.  :-)
