I think it's safe to largely discount Netscape 4, but a significant
percentage of people are still using IE5 and other browsers in its
"generation" so you need to consider that.

On the other hand, browser support is not the only issue when considering
CSS (or CSS2).  Whatever the default template ends up being, it shouldn't 
be so advanced that non-CSS experts can't figure out how it works or 
what is going on.  Part of what makes PmWiki popular is its easy 
customizability, so if someone looking at the template can't quickly 
see how what's in the template relates to what they see in a browser 
window, then they're likely to turn away.

The ultimate objective is to come up with something that is pleasing to
the eye, can be easily understood and tweaked by someone who knows
only a little about HTML and CSS, works well on IE5/IE6/other modern 
browsers, and is as standards compliant as can be reasonably made to
achieve the previous items.
