That's a *tough* problem... (and I wouldn't mind some nice solution:-)

But is it even obvious that there is *one* best structure at a given time?
Maybe you would like to have *several* structures simultaneously?

I'm not even sure we have enough experience/knowledge (yet) of how wikis
evolve in order to be able to figure out how to do it in a good way...
