Yes, but only if there's a leading "left smiley" that matches the
right one--a simple :) by itself won't be part of a directive unless 
there's a corresponding "(:" in front of it.

And indeed, there would have to be a word immediately following the
left smiley--i.e., as things are currently formulated (: directive :) 
would not be a directive while (:directive is.  :)
