I am not sure where the information should go, but I think the feature of making simpler URLs is important. My thoughts on this is that URL's are media for information (in cooperative web work, URLs are used a lot for referencing), and that there should be as little unnecessary (with respect to the receiver) information as possible.
I use mod_rewrite on ecowiki.org and I would be happy to help out with the testing and documentation if I can. (Our setup is pretty standard, apart from the mod_rewrite thing, except that I placed the uploads directory in root and not inside the pmwiki directory - again, to have more clean URLs to the files).
