[Pmwiki-users] Does a change of server password influence pmwiki? add-on

It says in the documentation (http://www.pmichaud.com/wiki/PmWiki/ErrorMessages):
 
"Note that the .flock file itself needs to be executable by the webserver: make sure the file has it's "executable bit" on, especially if the files have been moved, copied, or restored from backup. Try chmod 755 .flock from inside the wiki.d directory." 

But pmwiki automatically sets the .flock file to 664, that is, not executable (also after changing it to 777 and reloading pages). Is this as it should be??

I got an fopen .flock error on my pmwiki site after changing my supervisor password on the server. Setting wiki.d .flock to permissions 777 (and, after reloading, back to 664) solved the problem. 

I suspect, but I am not sure, that the error was directly linked to the change of server password, though I had no idea this was connected. Are they?
