For the time being I've gone with John Rankin's suggestion to use
superscript '?', with a faint dotted bottom border for the link text.
You can see it in action on many pages throughout the development wiki 
at http://www.pmwiki.org/devel/pmwiki.php .

I'm still open for other suggestions; I just liked this one the best
so far and thought I'd implement it so we can see how it works out.
