I am planning to implement per-page/per-group/per-site quotas for upload
in a future release--just haven't gotten around to that yet, and nobody's
come up and said "I really need this feature" yet (see PmWikiPhilosophy #3).

Agreed, this would be a good approach.

One thing to remember is that not all uploaded zip files are intended to be
unpacked--it ought to be a special or separate option (could be
a checkbox in the upload form).  Sometimes people will want to
upload zip files that are intended to remain as .zip and not be unpacked.
