Hmm, tricky. If the PATH_INFO method is avaliable, will it work with '&' 
or throw up an error? If it'll work, then that is the obvious way to do 
it. If not, either a link (probably optional) on pages that links to the 
appropriate (&|?)action=attr link, but that isn't especially good 
either, as it doesn't deal with the other customisations that use 
action=xxxx URLs. 
Other than that, maybe a note in a promenent place in the documentation 
that says that if your Wiki URLs look like "this", then you'll need to 
use '?action=...', but if they look like "that" then use '&action=...'.
