[Pmwiki-users] minor changes to flexlayout-i18n.php

Patrick,
attached is a slightly modified version of the subject script.
The most important change is the use of $WikiDocRootUrl as
opposed to $ScriptDir to point at the css files. Using $ScriptDir
may not work on every possible server setup.
