[pmwiki-users] AllRecentChangesShort considered too short

Usually, 60 is enough.
There are times that we blow through that number -- having both of them
around covers the bases.
And allows the user to load as few changes as necessary.

Adding more breaks (anchors) into the larger list sounds great!
