[pmwiki-users] self-links: Better check including "action"?

Then I have still one self-reference on each action page, but I don't
care about (I likely will use $EnableRobotCloakActions anyway).

I didn't even notice self-references until someone told me that they
could annoy visitors and search engines and should be avoided
therefore.
