Try without the quotes, and the condition works as expected. No idea 
if/how this might have changed, just highlighting a way to make it work.
(:markup:) (:if !exists {*$FullName}:) {*$FullName} doesn't exist 
(:else:) {*$FullName} exists (:ifend:) (:markupend:)
