The <title> HTML tag is generated by the skin, not by a PmWiki markup.

The default PmWiki skin (pub/skins/pmwiki/pmwiki.tmpl) uses:

  <title>$WikiTitle | {$Group} / {$Title} $ActionTitle</title>
