This recipe adds a new pagelist format: fmt=hoverindex, which displays a
pagelist as a horizontal row of index letters, showing
the alphabetical pagelist subsections only when hovering the mouse
pointer over the index letters. The pages are sorted by title and
displayed by title.

The recipe is based on DictIndex and LinkCSSToolTip recipes.

Example markup:
      (:pagelist group=PmWiki list=normal fmt=hoverindex:)

This can be used as a very compact (sections are hidden till moused
over) dynamic pagelist menu.

Performance issues can arise as is the case with any pagelist listing
large amounts of pages.
