Several years ago, I had no trouble with UltraEdit and today not with
PSPad, but I don't remember whether they keep permissions.

WinSCP supports SFTP and SCP.

WinSCP keeps permissions and allows integration of external editors.

But the WinSCP website uses DokuWiki <g>.
