...except that this process really does a copy and not a move.
And I think it's important that we do a copy, because if an admin
quickly decides they need to "downgrade", we want the original
Site.* pages left alone.  

Speaking as an admin, I'd also feel safer with "copy" instead
of "move", because I'd be worried about "what do I do if the move
fails?"
