The page table of contents recipe includes a (:toc-hide:) directive,
which generates anchors for 2 levels of heading, but suppresses the
generation of a page table of contents.

There is an anchors=visible option, allowing you to mouse over an
anchor mark to see the anchor name.

This should go some way to achieving what you want.
