[pmwiki-users] skin template <!markup problem

I tried to use the following in a skin template:

<!--markup:(:if authedit:)(:div1 id=menubar:)(:div2 id=wikicmds:)
(:include {$Group}.PageActions {$SiteGroup}.PageActions:)(:div2end:)
(:div1end:)-->

but it produces:

<div id='menubar' >(:div2 id=wikicmds:)
<ul><li><a class='selflink' href='http
...
n=logout'>Logout</a>(:div2end:)(:div1end:)

Any ideas what's wrong?
