Hi, Simon,

as for running pmwiki on a local Windows XP machine, I have been using 
Reactorserver for several years now. I have not tested running it from 
an USB device but I assume there should be no problem.

Although the website wwww.reactorserver.com is down, you can get the 
current package of files here:

http://sourceforge.net/projects/reactorsrv/

Pmwiki then would go into a folder in your  [Drive 
letter]:\Reactor\Core\htdocs\

You may also want to try

http://portableapps.com/apps/development/xampp

which is designed for running on a portable device.
