[pmwiki-users] Update to IncludeUrl recipe

This update fixes the includeurl.php recipe (including pages as
objects), so now setting

   $EnableExternalResource = 0;

does work (and an error message is displayed if a url with http or https
is used in the markup).

I also simplified the markup to make it friendlier for authors.
A space before ending :) is no longer required.
