FWIW -- I think you can make things a lot easier on yourself
if you omit the quotes -- i.e., it's much easier to deal
with values containing quotes if you just have a pattern
of field=value.  In other words, it becomes very easy to parse

    Name=Patrick "Benevolent Dictator" Michaud

and you don't have to worry about converting the "'s to &#x22;
or anything like that.

But that's just my opinion.
