[pmwiki-users] css altered by version upgrade

Version 2.1.20 changed PmWiki's default $HTMLStyles['markup']
setting so that it would be an SDV() value instead of always forcing
itself on a skin.

So, I'm guessing that a skin's setting is now taking precedence
over the PmWiki default.  What skin are you using?
