Thanks to Pico, I finally know what was going wrong with the
documentation I wrote. Now there is a page up at PmWiki.SitePageActions
describing the contents of Site.PageActions. Feel free to fix it up,
since I know it could use some improvement.

I also added a comment field to Site.PageActions stating where to find
the docs, so that when someone goes to edit that file for the first
time, they get a hint of where to look to find out what they need to know.
