I have tested, from a fresh install, that %newwin% markup affects all 
the following links until the end of the current markup is reached (till 
the end of the current paragraph for instance) ; but it never affect a 
preceeding link.

Are you sure that your example is not extracted from a paragraph which 
has a %newwin% before the first link of your example ? (remember that a 
paragraph can extend on many lines and is not finished with a single 
newline but when 2 successive newlines are encountered).
