I just wanted to reinforce this idea of notification prior to writing, 
at least as an option, for a number of reasons:

- It gives authors an opportunity to clarify their ideas

- It gives the community a chance to comment on emphasis and context, 
provide support references, or offer resources

- It gives others who may be working on this, or ready to start, a 
chance to speak up, and possibly collaborate

- It prevents authors from unnecessarily starting a project which may 
already be underway elsewhere

Personally, I think it is a good idea as a matter of standard practice, 
to encourage anyone starting a magazine article project to notify and 
consult with the magazine prior to commencement. Certainly not as a 
barrier, but rather as a matter of good community organization.
