[pmwiki-users] Blocklist2 ignoring EnableWhyBlocked

If it is any consolation, I have the same problem. I *thought* it 
worked before I upgraded to PmWiki 2.1.3, but then I could be 
deluded. I did not upgrade the skin I was using (Gemini Two 10). The 
email notification part of the script works just fine.
