[pmwiki-users] New install gives 404

My host is running PHP 4.4.1 on IIS. I have access to the raw logs but all that shows is a 404 with a sub code of 0 for pmwiki.php and index.php. I don't have access to the actual Event Viewer logs or php logs. Phpinfo doesn't throw anything out unusual and I can't use Pmwiki's builtin diagnostics since everything Pmwiki related gives a 404 when I try and browse to it. I even threw in a page from a different installation of mine and tried to browse to it but it was still a 404.
