Hmm, I think it makes sense to put that list into XLPageTemplate,
so that someone building or updating the translation can also see
the other key pages that ought to be part of a basic translation
package.  I'll see about doing that later today (I have to go
through and update most of the XLPage templates anyway to bring
them in line with the latest 2.1 changes).
