I say its a font.  Look *realy* closely at the starting $Wi and compare 
with a lowercase wi and you will see that the capital $Wi tapers off at 
the very top and extends just a bit higher than the upper ledge on the 
letter i (just bellow the dot).  Compare that with the lowercase wi and 
you will see that the tips of the w do not taper and extend quite as far.

So, you wanna be a font designer?

There is a growing need for font translators, you help ordinary humans 
make precisely these types of judgment calls.

But hurry, because many formerly employed font police will be applying 
for these positions.
