the problem is that the line
$HTMLHeaderFmt['meta'] = 'function:PrintMetaTags';
appears in the stdmarkup.php which is called AFTER the
local customization in config.php.
so any value that i set to $HTMLHeaderFmt['meta'] is
restored from inside stdmarkup.php to the default value.
