[pmwiki-users] Is this a markup bug?

PmWiki is processing the '-...-' markup ( <small>...</small> ) before
the other markups -- that's why it's running into problems.  Switching
it to be

   !!!Every '''[-Five Hundred-]''' Hours or '''[-Every Year-]''' 

We could probably fix this particular instance, but I think that
no matter what we do here we'd be able to find some markups involving
'' that don't quite work.
