For a variety of reasons -- most notably the difficulty in getting
$UploadDir and $UploadUrlFmt to work properly across platforms,
clean urls, and upgrades -- I'm now thinking that uploads/ is
special enough to deserve staying at the root.  

However, uploads/ could then also be part of the distribution, and 
the wiki administrator sets its permissions to be 777 or 2777 as part of
enabling uploads/  (same as what is done for the data/ directory).

This would also resolve the issue of creating per-group
subdirectories in uploads/ on safe_mode installations.
