Oh.  I can't say for certain what the difficulty might be then.
I know that in the past there have been various recipes that
did not interact well with mailposts, causing multiple messages
to be sent out.

The bug has been "fixed" by replacing MailPosts with NotifyList,
which uses a totally different, more powerful, and more stable
approach to handling email notifications.  MailPosts was something
I threw together for PmWiki 0.5 in an afternoon a couple of 
years ago; NotifyList has a much stronger design behind it.

Very odd -- wget works for me.  Perhaps curl, ftp, or some
other application will work?  Or maybe you even have subversion
on it somewhere, and could do 'svn export'?  ;-)
