The downside of adding it directly to a template is that upgrading
the template may cause it to disappear (worse, you might not
realize that you've overwritten the template).  This would be
true for any skin template, not just those that come from
PmWiki.

Both options would of course be available.

These are both also good concerns, which makes me lean towards
a recipe, at least for now.  So, I'll go with that (and post it
later this evening when I have a bit more time).
