Yes, start with the pmwiki.php script.

You need something that can run PHP.  It can be a host,
or if you just want to run it on a local system (e.g.
a Windows desktop) you might look at
http://www.pmwiki.org/wiki/Cookbook/Standalone 
which provides a "standalone" environment for running
PmWiki.
